Article 2 of the constitution gives a president complete and soul control of the executive branch which the FTC is part of.
Even though the 'Constitution' is old, it is still the law of the land.
There is no such thing, constitutionally speaking, as an "independent agency." You can be part of one of the branches of government, or arguably part of more than one. But you can't be "independent."
