Voters in Washington DC passed a measure legalizing recreational marijuana. Protesters took the the streets over a Congressional budget rider blocking funds for the implementation of the new marijuana policy.

The rider was introduced by Representative Andy Harris (R-MD), a medical doctor with concerns about the health effects of legalizing weed. The protests focused on him and on The Heritage Foundation who also opposes legalization.
