UPDATE: Philadelphia investigators say two of the men involved in the mass shooting on South Street had permits to carry

We’re starting to learn more about the mass shooting in Philadelphia over the weekend that left 3 dead and 11 wounded.

First up, Gregory Jackson, one of the three people killed in the melee, actually started the fight that led to shots being fired according to police. One suspect, Quran Garner, 18, was later arrested at the hospital after reportedly being shot by police after the initial shots were fired.

A second suspect, Rashaan Vereen, was arrested Monday night at his home in South Philly:

According to police, Vereen “is the man in the denim jacket who started” the fight in the video we told you about on Sunday:

The third man in the video was identified as Michah Towns. He was wounded in the shooting and is listed in critical condition. From NBC 10:

Vereen and his friend, 34-year-old Gregory Jackson, were walking along the 400 block of South Street on Saturday around 11:30 p.m. when they walked by another man, identified by officials as Micah Towns.

Investigators said words were exchanged between the two men. Jackson and Vereen then attacked Towns in a confrontation that was caught on cellphone video, according to officials.

According to investigators, both Jackson and Towns had permits to carry:

Jackson, who had a permit to carry, then pulled out a gun and fired at Towns, investigators said. Towns, who also has a permit to carry, pulled out his own weapon and fired back, shooting Jackson. Between the two men, 17 shots were fired, according to the District Attorney’s Office.

Investigators said a man picked up Jackson’s gun and handed it to another man in a blue hooded sweatshirt who left the scene. The other man then put pressure on Jackson’s wound and gave information to responding police officers, officials said.

Garner, who is reportedly a friend of Towns, apparently had his hand shot of by cops:

At the same time, police said Quran Garner, a friend of Towns, was walking nearby on South Street. Garner allegedly pulled out his own weapon and fired toward Jackson. Garner then turned and aimed at police, investigators said. An officer then fired and shot Garner in the hand. Garner then ran down American Street, shouting, “He shot my hand off! He shot my hand off,” investigators said.
