Overnight, Tropical Storm Harvey dumped a biblical amount of rain east of Houston, with the cities of Beaumont and Port Arthur reporting record levels of rain and life-threatening flooding:

And the mayor of Port Arthur posted on Facebook that the city was using dump trucks to rescue residents as those were the only vehicles high enough to navigate the flood waters:
