The White House has been keeping Obama adviser Ben Rhodes’ availability to a minimum ever since he was quoted as describing how the Obama administration used deception to get the media to peddle their lies about the Iran deal.
A House committee wanted to talk to Rhodes about it, but the White House will not make him available:

House Oversight Committee Chairman Rep. Jason Chaffetz, R-Utah, noticed that last week this wasn’t about executive privilege, and this week it is:
WH informed me @rhodes44 will not testify. Talks to reporters and his "echo chamber" but not Congress. Disappointing but typical.
