Yes, the text of the Declaration of Independence disagrees with Cuomo:
We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness.
“Creator” translates to “government officials who write the laws” in Cuomo’s world, and he reiterated his position after the Moore interview:
