Yes, it is. By “continuing to participate in school,” they mean playing on girls’ sports teams. The Reuters article about the “egregious and cruel case” reads (and see if you can detect any bias in the first paragraph):
West Virginia Attorney General Patrick Morrisey said on Thursday the state will ask the U.S. Supreme Court to allow enforcement of a law banning transgender athletes from female sports teams, one of numerous Republican-backed measures across the country targeting LGBT rights.

The 2021 law, passed in 2021, bars male public high school or post-secondary students from female athletic teams “based solely on the individual’s reproductive biology and genetics at birth.”
In the lawsuit, “Becky” Pepper-Jackson and her mother Heather argued that the law discriminates based on sex and transgender status in violation of the U.S. Constitution’s 14th Amendment guarantee of equal protection under the law as well as the Title IX civil rights law that bars sex-based discrimination in education.
