Testifying before the House Oversight Committee Monday night, IRS Commissioner John Koskinen in part blamed IRS budget cuts and insufficient resources for the missing Lois Lerner emails. He testified that the IRS had looked into expanded server capacity, but that would have cost between $10 and $30 million.

My God… the #IRS has an IT budget of $1.8 BILLION and the commissioner says they don't have enough resources. Unbelievably inept.

Server-side archiving would cost $10-30M; IRS IT budget is $1800M+; can't afford it, store on your local C drives.

If you can't keep your technology up to date with a 1.8 billion dollar IT budget every year, you shouldn't have access to any money. #IRS

Democrats: "OMG you only have $1.8 billion for IT? You might as well work out of a cardboard box!" #IRS ??

Connolly really focusing on the IRS lacking resources. Not sure any American buys that only having a 1.8 billion IT budget is the issue.
